The oceans and marine life have a soul – and they have been calling out to us for decades for help. The Clear Blue Oceans Foundation (CBO Foundation), a Hawaiian 501 c(3) non-profit organization, has not only heard the ocean’s cry for help, it has developed an innovative Action Plan to address the core ocean plastic waste issue within the greater Hawaiian Islands as outlined below.
The Clear Blue Oceans Foundation Mission & Action Plan
In general, every hour, over 1,200 tons of plastic waste enters our oceans. That's like dumping 5,000 barrels of oil every hour, over 6.6 million gallons every day into them —choking marine life, polluting coral reefs, killing millions of sea birds and poisoning our food chain - fish. The ocean plastic packaging waste and debris issues, and their impacts to marine life and our remote tropical islands are rooted mainly in a lack of knowledge and understanding of this issue.
The CBO Foundation developed an Action Plan and formed its CBO Marine Group division to implement it. Under the plan they propose to build-out and operate three bold, interconnected set of ocean awareness initiatives that are designed to educate people about the ocean plastic waste issues and discover the impact this waste has on our remote islands, reefs, sea life, and our own health.
Along the way we will video stream directly from the impact zones to global audience to build a movement for change in the way people use and discard their plastic packaged products. This CBO Action Plan initiative will cost more than USD $3 billion dollars to fully build-out, will create over 1,700 good paying diverse jobs and an entire new maritime zero-emission cruise industry in Hawaii - incorporating these core assets:

CBO Cruise Lines: - Building 5 – custom designed 600+ foot U.S. built cruise ships – with 160 all suite cabins for up to 320 passengers,

CBO ECO Sailing: – Building 3 or more – 80 foot zero emission sailing catamarans with 4 luxury cabins for 8 maximum guests each,

CBO Expeditions: – Build a custom designed 400-foot – U.S. built dual-purpose cruise ship and research vessel to conduct waste recovery missions at remote Hawaiian Islands and coastal areas. Part of the CBO Foundation’s “Find Your Plastic Porpoise” initiative.
All cruises and sailing charters will be offered exclusively to our ClubZERO Rewards members - who allocate 15% of their monthly dues to help fund our initiatives long-term, along with our private and corporate donors.
The CBO Marine Center
Although no land has yet been secured on Maui for this project, and no guarantee can be given it will be available, The CBO Foundation goal is to lease the land and build its CBO Marine Center on a 14.3 acre vacant parcel located within the Kahului Harbor, on the Island of Maui (conceptual site design rendering below) so we can operate cost effectively, Our Founder prefers to build this base on Maui and employ Maui residents, however, if Maui rejects the project he has two alternate sites on the Island of Kauai and in Honolulu being considered as a back-up plan. The CBO Marine Center would include a number of diverse ocean-focused cruise businesses and those that support and grow food for them.
The CBO Marine Center would be more than another port project—it’s a launchpad for a new diversified ocean economy in Hawaii. . One that will operate as part of a non-profit organization with a focus on locals, not profits, and the potential of creating over 1,700 diverse Maui-based job opportunities among multiple verticals.
Project Highlights:
1) AgriVoltaic Farms: A division of our Founders the AngelPreneur Venture Group will lease 2 - two story metal buildings (200’ x 200’ = 40,000 SF per level), each with Bifacial Solar Roof panels to operate as vertical farms (160,000 sq ft total) producing fresh, local crops for cruise provisioning and island markets.
2) CBO Tropical Reef Research & Conservation Center: A two-story building (200' x 200' = 40,000 SF x 2 = 80,000 sf) will house the CBO Foundation’s aquaculture breeding labs, classrooms, research labs, and coral restoration efforts.
3) West Maui Resilience Center: One single story building (200’ x 200’ x 26’ tall 40,000 sf) will serve as the pre-construction warehouse for equipment, materials and emergency supply depot.
4) CBO Cruise Lines: An additional building (200’ x 100’ = 20,000 sf) for ship provisioning, with a cold storage freezer, as a critical logistics center for stocking all CBO vessels with food, water, gear, and eco-supplies.
5 Passenger Terminal: A 30,000 sq ft passenger terminal designed to accommodate 300 people in a clean embarkation/disembarkation with bathrooms, food and beverage facilities, and to host public education events or community meetings.
8) CBO Marine Group Headquarters: An 8,000 sf corporate office , housing the Groups planning, and workforce teams for all cruise-related operations, administrative, reservation staff and management.

CBO Cruise Lines: A New Way to Explore Hawaii
Our fleet of custom-built, 600+ foot U.S. built cruise ships will offer immersive, eco-conscious educational voyages across the main Hawaiian Islands. Featuring 160 all suite cabins with verandahs, along with most of the typical cruise ship offerings, including specialty restaurants, bars, virtual golf, spa, pools, and more. What it will not have is a casino, playground space for children (our cruises are for adult only guests over 18), no large showroom entertainment, but ample meeting space.

CBO Expeditions: Island & Coastal Debris Recovery Missions
"Find Your Plastic Porpoise" as a Volunteer or Cruise Guest
Under the CBO Foundation’s “Find Your Plastic Porpoise” initiative, the CBO Marine Group intends to build and operate a 413-ft dual cruise and research vessel. Once built, it will conduct 3 and 6-week remote island and coastal clean-up missions within the greater Hawaiian Islands. This ship will have a crew of 60, staterooms for up to 50 paid volunteers, and 60 guest suites (cabins) for those who want to go along on an exotic adventure to remote destinations/
Our voyages will be optimized for fuel efficiency, environmental impact, and smooth cruising, ensuring both passengers and crew enjoy a safe and comfortable trip. More importantly, they will help address the ever-growing plastic waste issues in a small way saving countless seabirds and marine life that may otherwise perish.

FAQs
Q: What if I can't volunteer but want to help?
A: You can join a Clean-Up Cruise or simply become a monthly ClubZERO member—10% of every dollar supports the Marine Group and our initiatives.
Q: Can I bring my family on the cruise?
A: no! Clean-Up Cruises are not family-friendly, and designed for adults only due to their remote destinations. Volunteers must be 18+ and able to work.
Q: When will the ship launch?
A: Our first clean-up missions begin on Hawaiian shores in late 2026. The full ship launches by 2029.
Q: Will the plastic be recycled?
A: Our aim is to build a Hawaii-based Plastic2Power (P2P) processing plant to convert recovered plastic into fuel and then power within Hawaii. P2P is a GridZero Venture Fund business that ClubZERO member dues also help fund.
Q: When can I reserve a yacht charter?
A: Reservations will open in late 2026 for late 2027–2028 launch, with priority given to ClubZERO member seniority.
